Beautiful dish. It is decorated with molded seashells and has a stylized dolphin, I'm told, as its feet on the bottom of the bowl.  I think the so called dolphin feet are eels or serpents.  You take a look, what do you think? The handle is a shell.
This would look great in that beach home or any bathroom.

Measures 6 1/2" round and 6" tall
This piece is heavy, very sturdy.
